We have the honour to draw your attention to the following
We were appointed to the Staff of Queen's College and not
to the Education Department, anf felt justified in considering
our chances of promotion accordingly. But with the departure of
Dr. Wright Queen's College was brought uni er the Education Depart¬
ment. Amongst other things this apparently allows persone appointed
under the Education Department to be transferred to Queen's College
and already one, Mr. James, has been transferred to Queen's College
thus blocking the chances od promotion of all the men under him.
The hardship of this is emphasised by the fact that Mr.
James though on no higher grade in the Service than several of us
is drawing an extra personal allowance of $60 per mensem.
We may say that other men appointed under the Education
Dpeartment, though much junior to some of us were almost immediate-
lý placed on an equal or higher salary than some of us. There
appearw to be nothing to prevent any of these men from being
transferred to Queen's College: they would thus come in and though
junior in position draw a higher salary than we can (Mr. James is
at present drawing a salary higher than two men senior to him).
We beg to point out the hardship of this invidious distinc-
tion. We already draw salary sc meagre as to necessitete borrow-
ing to go home and come out: the cost of living in the Colony ir
steadily rising thus making our conditions more difficult still.
1. We therefore beg that we may receive "a personal allow-
ance" similar to that given to Mr. Jumas.
2. That all the positions under the Education Department
be arranged and graded so that a Servant junior in
appointment may not be able to receive a calery higher
than his senior unless the position has been first offered
and refused..
